Saudi Council of Engineers (SCE)

The Saudi Council of Engineers (SCE) is a scientific professional body that aims to advance the engineering profession and everything that would develop and raise the level of this profession and its workers. Among its tasks is to establish the foundations and standards for practicing and developing the profession, including licensing conditions and setting the necessary rules and examinations to obtain professional degrees, preparing studies and research, organising courses, holding seminars and conferences related to the profession, and providing technical advice in its field of specialisation.
The Saudi Council of Engineers regulations mandate that no engineering profession may be practiced without obtaining professional accreditation from the Commission. To achieve professional accreditation, individuals must first register with the Commission and then secure one of the accreditation categories based on their academic qualifications. Following registration, members are classified into an appropriate professional level, which may include Engineer/Architect, Associate, Professional, or Consultant degrees. This classification considers academic credentials, prior experience, and the successful completion of a professional examination.

SCE Consultant Classification

Requirements: Hold a bachelor’s degree from an accredited academic program in one of the engineering specialisations from a recognised college or program that meets the Authority’s registration standards.
Registered membership with the Authority: The experience requirement can be met by having a minimum of ten years of professional practice, in addition to passing the Engineering Practice Exam (PE).
Tasks & Responsibilities.
  • Deliver specialised engineering and architectural services, including technical reviews, project designs, and consultation within their certified field.
  • Conduct technical reviews, write reports, and prepare designs within the area of specialisation.
  • Manage technical services within their area of specialisation.
  • Train professionally certified individuals classified at the level of Associate or below.
  • Arbitration and dispute settlement after obtaining the required qualification.
  • Manage service contracts within area of specialisation.
  • Lead strategic initiatives, mentor junior professionals, and oversee multidisciplinary projects that align with the Authority’s objectives.
  • Develop the body of knowledge in the field of Engineering/Architectural Disciplines.
  • Supervise and mentor less experienced professionals, advising them on how to further their career goals.
  • Participate in and make strategic contributions to developing and preparing forward-looking skills for engineering and architectural professions.
